Yes. Text Your List has apps for Mac (requires macOS 12 and an iPhone) and Windows (requires Windows 10 or later and a phone connected via Microsoft Phone Link). Both are available on the download page.
On Mac: your iPhone needs to be signed into iMessage on the same Apple ID with SMS relay enabled in Settings. On Windows: your phone needs to be connected via Phone Link, which runs in the background. You don't need to actively use your phone, but it needs to be on and within range.
Your real cell number. Texts route through your phone's messaging app, so recipients see your name and number just like any other text message. Contacts who already have your number saved will see your name.
